									<p>The CAA have finally announced the details of the UAV registration scheme that becomes compulsory in November 2019. </p><p>The basics are as follows:</p><p>All remote pilots must take an online safety test.<br />Registration applies to all UAVs between 250g and 20kg. <br />Registration is for one year currently.</p><p>The fee for this is proposed to be £16.50 per annum. The proposal is that it will eventually be three yearly. </p><p> </p><p>Currently in the proposal, there is no differentiation between PfCO holders and hobbyists. We feel that your PfCO and associated fee should be enough to be automatically included in the registration scheme without needing to pay an additional fee. </p><p>You can read the proposal <a href="https://consultations.caa.co.uk/finance/drone-registration/user_uploads/cap1775droneregistrationchargeconsultationdocument.pdf">here</a>. <br /><br />We think registration is a good thing but feel that only hobbyists should need to take this step as all PfCO holders already are registered with the CAA. <br /><br />They have opened a consultation on the proposal and we strongly recommend all PfCO holders, put forward their opinions on the system and fees. <br /><br />The consultation can be found and completed <a href="https://consultations.caa.co.uk/finance/drone-registration/?mc_cid=13772fa07f&amp;mc_eid=b1f8f3bcc5">here.</a> </p>								</div>

What are the procedures, timescales and potential problems?</p><p>Here at ADP, we&#8217;re proud to have <a href="https://www.moonrockinsurance.com/">Moonrock</a> as a partner supporting our members. Thing with insurance is though, you never actually know how good they are until you need to claim. Here are just a couple of recent experiences that I, and a member of ADP, have had:</p><p>Last month I had a &#8216;Beyond Economical Repair&#8217; incident. The short story is that whilst idling on the ground following a perfect flight, to deep cycle the battery, my Inspire at around 15{79e63170e1a405cc5a84c498cd6b6cafb66340e03021c689e0c95106e514e52b} decided it didn&#8217;t want to do that and without warning, took off and, promptly hit a building within 4m. So  I shall explain what happened with Moonrock in terms of timeline.</p>								</div>

									<ul><li><strong>Wednesday &#8211; Incident around 12 noon.</strong></li><li><strong>                      &#8211; Called Moonrock around 12:30 after acertaining level of damage</strong></li><li><strong>                      &#8211; Received claim form from Alan at Moonrock around 13:00</strong></li><li><strong>                      &#8211; Sent in completed claim form, copy of PfCO, RAMS, flight log and photos of damage and estimated hire cost for any jobs needing covering</strong></li><li><strong>Friday &#8211; Update from Alan requesting copies of original invoices for equipment</strong></li><li><strong>Following Wednesday &#8211; Received offer from Moonrock where insurers had written off drone. Agreed offer.</strong></li><li><strong>Payment received early the following week.</strong> </li></ul><p>Now obviously this is my personal experience, others may have different and had I had some urgent jobs lined up, I&#8217;m certain Moonrock would have looked after the costs involved there too.  I&#8217;d like to thank both Alan and Simon at Moonrock for their assistance in this matter.</p>								</div>

									<p>One ADP member was recently victim to a robbery with weapons in central London where they had approximately £60,000 of drones etc taken whilst members of the public watched. They immediately contacted Moonrock and where invited to send pictures over of the incident as well as the Police info. Following receiving the claim form, they responded the same day confirming payout and also assisting with hired in equipment for business continuity. Whilst the member had other drones in their fleet to keep delivering their service to clients, Moonrock assisted with additional hired in equipment to ensure they were fully operational.</p>								</div>

									<p>Now the moral of this post isn&#8217;t just to say that Moonrock are wonderful. I know of people with very positive stories from other insurers. The idea behind writing this is the make sure readers know the value of good insurance. After all, it&#8217;s only when you have a claim that you really find out if your insurer is any good. </p><p>So, whatever you&#8217;re doing and wherever you&#8217;re flying, make sure you have insurance, are where you&#8217;re supposed to be and not doing anything you shouldn&#8217;t be. That way, you&#8217;re sure to get a good result in the event of a claim.</p>								</div>

Not only have they now included a section on drones but they have stated that any submitted images by drone must comply with aviation law. The guidelines only state Federal and State laws but we can only assume it&#8217;ll be rolling out worldwide and apply to the country that you are taking the photo in. </p>								</div>

<p style="text-align: left;">I&#8217;m sure the CAA thought that putting out a notification that from 30th July 2018, the maximum legal height (NOT ALTITUDE) for a drone, hobby or PfCO (not withstanding separate OSC exemptions), was to be 400 of our imperial feet, would be accepted in a straightforward manner.</p>
<p style="text-align: left;">Oh how wrong they were!</p>
<p style="text-align: left;">We know the CAA like to mix up measurements, with PfCO maximum distances in decimal meters but nonetheless they have stuck with imperial for height and it is feet.</p>
<p style="text-align: left;">That&#8217;s Above Ground Level (AGL).</p>
<p>This bit has led to some confusion, amongst hobby and commercial users alike in some groups. Interpreting what the ground is has proven tricky.<br />
The simple explanation is the weighted piece of string. Just imagine a 400 foot long plumb line hanging from your drone. If it&#8217;s touching the ground beneath the drone, then you&#8217;re good to go. If it&#8217;s not touching the ground below the drone then you need to reduce your height. It really is as simple as that.</p>
<p>In their own words (taken from <a href="http://publicapps.caa.co.uk/docs/33/CAP1687-SUAANOAmendmentOrder-3.pdf" target="_blank" rel="noopener">CAP1687</a>)</p>
<blockquote><p>In aviation terms, ‘height’ means the vertical distance of an object (in this case the small unmanned aircraft) from a specified point of datum (in this case above the surface of the earth). To cater for the few occasions where a small unmanned aircraft is being flown over hilly/undulating terrain or close to a cliff edge, the 400 ft height above the surface requirement may be interpreted as being a requirement to remain within a 400 ft distance from the surface, as shown in the diagram below. For the purposes of Article 94A, this is considered to be an acceptable means of compliance with the legal requirement.</p></blockquote>
<p>Confusion has arisen from people asking the &#8216;top of cliff&#8217; question; &#8220;If I take off from the top of a 300 foot (AMSL) cliff, and fly the drone to 300 foot above me (300ft AGL), can I then fly past the edge of the cliff, over the sea at 600 feet?&#8221;. The rules are clear. No! That would then mean your drone is now 600ft AGL so 200ft over your legal limit and 100ft beyond the buffer zone intended to keep drone flyers and general aviation apart!</p>
<p>Be sensible, fly safe, keep this wonderful hobby and industry growing and help to keep the public opinion of drones in the good stories rather than the scare stories that are too familiar.</p>

									<h3><strong>Air Navigation (Amendment) Order 2018 &#8211;</strong><br /><strong>Guidance for small unmanned aircraft users</strong></h3><p><span style="color: #0000ff;">In case you haven&#8217;t seen this from the CAA. It seems in many respects they are making the lives of us easier.</span></p><p>Requirements for UAS applications and PFCO amendments<br />Please be aware that UAS applications received after 30/07/18 may be rejected if they do not reflect the latest amendment to the Air Navigation Order (ANO).</p><p>Before you make an application please ensure that your Operations Manual has been updated and meets the requirements set out in latest Air Navigation Order 2018 amendment.</p><p>Please refer to <a href="http://publicapps.caa.co.uk/docs/33/CAP1687-SUAANOAmendmentOrder-3.pdf" target="_blank" rel="noopener">CAP 1687</a> which provides full guidance for small aircraft users.</p><p><b>Key areas to consider include:</b></p><ul><li>ANO changes for small UAS (20kg or less)</li><li>400ft height limit for all</li><li>Distance restriction from ‘Airports’</li><li>The following areas are included and will become ‘effective’ at a later date</li><li>Registration</li><li>Pilot competence requirements</li></ul><p>When updating your manual please also ensure that your amendment log and version number/date have also been updated.</p><p>When updating your manual please also ensure that your amendment log and version number/date have also been updated.</p><p>All existing applications submitted up until 30/07/18 will be accepted if referencing the Air Navigation Order 2016 prior to the 2018 amendment. Any NQE recommendations which have been granted by an NQE prior to 30/07/18, will not be affected by the Air Navigation Order amendments.</p><h4><b>The standard Permission For Commercial Operations (PFCO) will be amended as follows from 30/07/18:</b></h4><ul><li>The classes have been reduced from 4 to 2, i.e. 0-20Kg Multirotor and 0-20Kg Fixed Wing.</li><li>The standard permission now also permits operations in congested areas down to 50m for all UAS 20Kg or less.</li><li><span style="color: inherit; font-family: inherit; font-weight: inherit;">Flights at night will be automatically granted provided a procedure for this has been established in the OPS Manual. Procedures covering night operations must also be incorporated into your Ops Manual for renewal applications.</span></li><li>Current permissions will be grandfathered until an application is submitted to the CAA. However in the interim current Permission holders will need to use CAP 1687 to update their procedures accordingly to meet the new requirements.</li><li>This will simplify the application process and grant additional privileges to applicants. It will also help to reduce queries to the CAA and reduce costs to industry for variations to standard permissions. 									<div><div><p>Question 4:</p></div><div><p>In the early hours of 22nd July 2017 a number of drone users took to Facebook pasting a post with wording from the British Airline Pilots Association (BALPA) that read &#8220;This picture, taken during drone collision testing, shows a larger hobbyist-class drone penetrating an aircraft windscreen&#8221; in which a photo of a device which clearly wasn&#8217;t a consumer drone was featured, you were one of the first industry experts to cast doubt on what was being claimed.</p><p>In following days the wider industry including the Drone Manufacturers Alliance Europe (DMAE) <a href="http://dronemanufacturersalliance.eu/uk-mid-air-report/" target="_blank" rel="noopener">raised similar concerns</a>.</p></div><div><p><strong>Do you think the UK drone industry has lost some of its credibility on the world stage in allowing the whole drone industry to be attacked with a misleading press photo and science that isn&#8217;t open to peer review and has since been thrown into question by research conducted by the FAA? </strong></p></div><blockquote><p>Absolutely!  We need to be wise, flying drones near aircraft is stupid, but using fear to protect commercial interests is evil. </p></blockquote></div>								</div>

Use the latest DJI GO/GO 4 app and log in with your DJI account. When you are in the zone area, please make sure the mobile device has internet access. There will be a warning message in the DJI GO/GO 4 app asking you to unlock the zone. Then please follow the instruction in the app to unlock the Authorization Zone.</em></p><p style="text-align: center;"><em>2. If you will not be able to access the internet in the Authorization Zone, you can use the Flight Planner on the <a href="http://www.dji.com/flysafe/self-unlock">GEO website</a> to unlock it in advance. A search on Google will generally lead you to the prices that came into force in April 2017. 									<p>As you can see from note 15, the CAA don&#8217;t define all possible Technical Changes but some are if:</p><ul><li>You are adding a weight category or,</li><li>You are adding night permissions or,</li><li>Any other &#8216;variation&#8217; of significant nature.</li></ul><div>You don&#8217;t need to pay a variation if you&#8217;re merely adding additional craft of an existing weight category to your fleet, as long as your Operations Manual reflects the change and your insurance provider is aware where relevant. For example, you may upgrade from an Inspire 1 to an Inspire 2. 									<div><div><p style="text-align: center;"><strong>Many people in the drone community know the name <a href="https://twitter.com/d0tslash/" target="_blank" rel="noopener">Kevin Finisterre</a>.  He was happy to talk to drone advocate <a href="https://twitter.com/P13DigitalMedia" target="_blank" rel="noopener">Ian Hudson</a> in an interview for ADP.</strong></p><p>Question 1:</p></div><div><p>Anyone that follows the drone hacking scene has likely heard the name Kevin Finisterre, you have been the focus of a number of media stories on the subject of drone security, you&#8217;ve become especially well known for highlighting concerns with DJI hardware.  One blog even went so far as to try and suggest you were targetting DJI due to your counter drone work at Department 13, yet anyone that has followed you over the years knows that you have been a thorn in the side of drone companies well before challenging DJI&#8217;s security and had been equally if not more so focussed on 3DR beforehand.</p></div><div><p><strong>In your own words, who is the real Kevin Finisterre, what motivates you?</strong></p></div><blockquote><p><em>Several folks have only followed my work in the drone scene, and fail to realize I have about 2 decades of research work under my belt surrounding public vulnerability disclosures in various software and hardware implementations. Drones has just been the latest market vertical that I participate in, and inject my knowledge into. I did find the commentary on my choice to focus on DJI products being primarily as a means to bolster my work at D13 a bit humorous. I honestly took up that line of work specifically to target the misinformation and inaccurate statements surrounding the “is my DJI product spying on me” conversations that began over the past few years.</em></p><p><em> </em><em>I have always been driven by the desire to take things apart, see how they work, and share what I have found with others. It is just in my nature. When potential security issues come into play this natural desire often makes other people uncomfortable. Many would prefer to remain ignorant to certain issues. Vendors often would rather see their feature functionality pushed, rather than the inadvertent weaknesses that have arisen along the way during software and infrastructure development.</em></p><p><em> </em><em>If you were to look in my office right now you’d see an old pinball machine that I am in the process of restoring, and incrementing my understanding of old solid state gaming machines as I go. The only way to restore an old pinball machine, is of course to take it apart.</em></p></blockquote><div><div><p>Question 2:</p></div></div><div><div><p>The whole autonomous vehicle industry always seems to equate safety and risk based on the hardware, assuming for example the props on a multicopter or the weight of it are the real threat to safety, with a car assuming that it&#8217;s the overall mass that&#8217;s the threat.</p></div></div><div><div><p><strong>It could be argued that the real threat is software, the 1000s of lines of codes which will contain bugs or will be coded with assumptions that don&#8217;t hold true in real world use, do you feel the industry is failing to understand the risk that software poses and that companies are failing to put in place a robust Software Development Life Cycle (SDLC)?  Do you think software should be considered the foremost risk?</strong></p></div></div><blockquote><div><p><em>I should likely start off this by mumbling something about a threat model, and asking you to produce one that we are using to frame this discussion with. To me threat is often in the eye of the asset beholder, or the person protecting the $thing that you are worried about. In your autonomous car example, the shear mass of a vehicle in and of itself may be one aspect in a calculation of risk. <br /></em></p><p><em>Now to your software risk question, the function and utility of the specific code in question will come into play with regard to calculating how risky it’s actions, or flaws in them can be. To address the SDLC aspect, regardless of the market vertical I have found that many companies do not value proactivity with regard to addressing potential flaws, often times being reactive is what happens. In other words until there is an issue, there may not be development cycles spent on trying to ensure something can not happen in the first place. In the context of a “drone” or autonomous vehicle, in my humble opinion an end user can be just as risky as autopilot software, since I think that is what you are hinting at. Now the moment an end user makes the decision to rely on an autopilot, or “software feature”, the risk does indeed shift to the quality of the code the person is relying upon.</em></p><div><em>I try really hard to keep risk framed in the context of specifics, attempting to subjectively inject risk into a generic contrived conversation sans a risk model, and predetermined boundaries doesn’t help anyone out.</em></div></div></blockquote><div><div><p>Question 3:</p></div></div><p><strong>Without going into details have you found any exploits on any popular drones that might make the media this year? </strong></p><blockquote><div><p><em>My research into DJI was driven by public concerns, and a combination of what I call “talking heads” making inaccurate statements. These statements come both in the form of PR from DJI themselves, and from “industry experts” that like to conceptualize.  The resulting community that formed around this work was more coincidence than a specific focus.</em></p><p><em>Most of the actual “exploitation” that I do, I am unfortunately not able to discuss, as it tends to manifest itself in the D13 MESMER product as a “mitigation” feature in the platform.</em></p></div><p><em>I usually live tweet my work, and it is often picked up by the press after the fact, if you want to stay in tune with what is hot, follow me on <a href="https://twitter.com/d0tslash" target="_blank" rel="noopener">Twitter</a>!</em></p></blockquote></div><div><div><p>Question 4:</p></div></div><div><div><p>There&#8217;s a general misconception that having drones transmitting an ID will overnight bring a halt to bad press or knee jerk regulation targetted at the drone industry, yet there&#8217;s every chance a drone ID system could create as many problems as it solves if the implementation is rushed.</p></div></div><div><div><p><strong>Do you feel the risk from spoofing drone ID is being downplayed?  Do you believe that the analogy used by drone ID proponents of number plates being stolen and swapped is flawed as a criminal committing an offence with a car with false plates is still in a position where he can be pursued, apprehended and proven to be in a vehicle where this isn&#8217;t the case with a drone?</strong></p></div></div><blockquote><div><em>I personally don’t think enough people have a technical background to even understand the risks that spoofing of drone ID poses. I think the license plate analogy is slightly flawed for a number of reasons.</em></div><div><em>1) Perhaps the people pitching drone ID as a license plate like technology are not aware that the ACLU has been involved in a number of disclosures regarding privacy issues around ALPR devices that collect plate information automatically? The parallels to drone ID are amazing.</em></div><div><em>2) I think the technical correlation that droneID is akin to a license plate is also flawed, DJI of course is one of the ones pushing this concept. Think about this, if you have a Ferrari in your garage, and you start the engine, does everyone with a Ferrari detector in 5 miles of you get the location of your garage, and the plate of your car? Or course not, ALPR can’t even do that. Guess what, drone ID can. You don’t even have to leave the confines of your home for a drone ID detection device to ID you.</em></div><div><em>There are indeed privacy concerns that step beyond the simplistic license plate example. Even the “criminal with a fake plate” commentary is flawed in my humble opinion. IF somehow an attacker had the ability to generate many physical cars with any fake plate he wanted on demand in any area, perhaps we’d have a more legit discussion. Even theft of a plate, and reuse of it just handles differently when you are discussing a physical plate, vs a digital plate. I think we can both agree, that IF I were able to make YOUR car, or something that for all intents and purposes looked like YOUR car with YOUR license plate, show up at a crime scene via manufactured means, you’d probably have a police officer show up at your house. I can easily do the same thing with drone ID, placing you somewhere is easy. At the very least it could be a waste of resources, at worst, it could get YOU hurt.</em></div></blockquote><div><div><p>Question 5:</p></div></div><p><strong>We always expected you&#8217;d be the first to exploit Drone ID and you&#8217;ve already shown it can be spoofed and havoc reigned including creating swarms of virtual drones, when did you begin your exploits?<br /></strong></p><blockquote><p><em>I made a DJI Drone ID software implementation many many months ago, in both hardware and software form. I hear they work really well! I should be adding support for the French standard once it fully rolls out.</em></p></blockquote><div><div><p>Question 6:</p></div></div><p><strong>We&#8217;re seeing a number of companies coming up with concepts and prototypes for passenger carrying quadcopter type cars.  Imagine if you would that the year is 2025 and you&#8217;re heading to a taxi rank and there&#8217;s a quadcopter taxi car waiting, but the driver tells you he&#8217;s just flashed a firmware update.  Do you get in or decide to walk instead?</strong></p><blockquote><p><em>YOLO! All jokes aside, in all honesty, it depends on the companies air safety record at that point! General aviation has a nice framework laid out now to help keep safety, reliability and redundancy in mind. I’d hope it continues that way. 									<p>This headline is all too common nowdays. Now we all know that there is a small minority of drone owners that aren&#8217;t the sharpest tools in the box when it comes to keeping away from general aviation aircraft but if the media is to be reported then these few seem to be everywhere on a weekly basis.</p><p>I&#8217;m sure one or two occasions are attributable to drones but more often than not I would think the unidentified object, as it really is, is a carrier bag, a foil balloon or even a bird. Many of us have seen the meme with everything from a tree to the USS Enterprise labelled a drone.</p><p>Most drone pilots are aware of how difficult it can be to see your own drone, even an Inspire or S900, at 500m, so for a pilot to identify a Phantom at 400mph at a similar distance is a long shot. </p><p>Today, you could even see the frustration of media &#8216;killer drone&#8217; hysteria in a Tweet from <a href="https://twitter.com/dronelaws" target="_blank" rel="noopener">Brendan Schulman</a>, DJI&#8217;s VP of Political and Legal Affairs. He retweeted a post from Tesla&#8217;s own <a href="https://twitter.com/elonmusk" target="_blank" rel="noopener">Elon Musk</a> with his own frustration at media hype against his autonomous cars. </p>								</div>

									<p>As you can see, both are frustrated at media sensationalism of the negatives, whilst not mentioning much on the positives. This doesn&#8217;t&#8217; even mention the poorly carried BALPA research using a javelin constructed from &#8220;drone parts&#8221; to fire at an aircraft screen, rather than using an actual drone. The report has been widely <a href="http://clearvisionsecurity.co.uk/drone-collision-update/" target="_blank" rel="noopener">discredited</a>.</p><p>Luckily, DJI have been doing their <a href="https://www.dji.com/newsroom/news/drones-rescued-at-least-65-people-in-previous-year" target="_blank" rel="noopener">own research</a> and have noted that DJI drones in 2017 helped to rescue more than 65 people in search and rescue operations. Not to mention the risk reduction that drone inspections can offer and all the animals also rescued by drone searches.</p><p>Part or the mission at ADP is to spread to GOOD news about drones, their uses and benefits. </p><p>To that end.
